I was rebuked by a Brazilian player after declining to play a rematch with him. being from the united states, and understanding rematches as a courtesy, but not a duty, this surprised me. is there a generally understood protocol on this, and what is it? thanks!
There is no generally understood protocol regarding rematches; some people consider it polite, some consider it a necessity, and some don't like them, for whatever reason.

That said, there is a generally understood protocol for dealing with harassment: just ignore the user, block them, or even report them (in end cases).
I do not use the revenge-button often.

But i give my opponent always some seconds to offer me a rematch. If he offers me a rematch, i accept at least one time, so that the colors per player are even (In atomic the white side has an edge). But for me that is just a gentleman agreement, not a must do.
If you don't want a rematch don't play one: I generally don't because I generally just play when I have 10-15 min of downtime and then go back to doing other things. No one should be offended by you not accepting a rematch. You could always add them as a friend and challenge them later, too.
