Etiquette of giving 15 seconds

Normally it's a dick move.

In this case, he was being a dick to you. And punishing him by having him suffer through his own dickery is fine by me.
My opinion, it was rude of your opponent to give you the extra time, which was really saying, "Come on you jerk, resign." He didn't need to do that, he could just wait. So I understand how you would say, "Okay, if he wants to give me extra time that I didn't ask for, I will use every bit of it."
To me, 30 seconds is not an unreasonable time to use to assure yourself there is no escape.
What I can't stand are the people who keep playing on with a bare king against three pieces and three pawns. Do they doubt my ability to give mate? Do they think I might have a stroke and lose on time? I admit, sometimes as retribution I promote the pawns to knights or bishops and mate in the slowest way possible.

Pretty common in blitz games to spam out extra time? I have never heard of it or experienced it. Sounds like some hyper-active personality disorder to me.
I really liked what you did. You are totally innocent. It was a clever move by your side. Maybe your opponent will take a lesson and won't act such disrespectfully again. People here who say you were equally wrong... I cant understand them
Good for you. He wanted to rub it in your face, but he was stupid enough not to realize the consequence.
