Insufficient material rule changed?

It used to be that if the opponent had insufficient mating material and you ran out of time, it would be a draw. Has that rule been changed?

I had a game where the opponent only had the King and a Bishop left, I ran out of time and I lost the game.

The problem is that white does have sufficient material to mate. If you put your king on h1, knight on h2, White king on f2 and Bh3 to g2 would mate.

ironically, if you didn't have your knight and pawn then it would be a draw.
Haha ouch, yeah - you have to sacrifice the rest of the pieces :D
This game was not considered a draw because theoretically, it is possible to mate with white in this game. Suppose the game continues such that we get the final position in the game as:

And in this position, white plays Bg2# and it is a checkmate by white.

Therefore, we cannot say that white has insufficient material to mate black and therefore, the game is not considered a draw.

Article 5.2 b from the FIDE handbook: "The game is drawn when a position has arisen in which neither player can checkmate the opponent’s king with any series of legal moves"

Since black can possibly checkmate, the game isn't drawn.
