Offering a draw with very little time left in a winning position is a good idea.

When have a winning position but very little time say sub 20 seconds offering a draw can confuse opponent. Everyone refuses it and goes for flag and plays bad. Ive gone 4.5/5 today after draw offers.
Oh... so you don't even respond to the draw and keep playing... It will get declined automatically and you don't have to worry.

Just keep playing and don't accept. Just don't refuse... If you play the next move it refuses automatically.

happened to me when opponent had no pieces left and no time i accidentially agreed to draw. ofc i blocked that person.

Yes... Mouse Slip + Troll... When I missclick very few people give me takeback... also just instead of blocking report him to Lichess
