They show how many rounds they think can be played, based on the number of participants. It's constrained between 2 and your upper limit.
I think the number of rounds increase following the number of players. Edit : too late :)

The feature is great, but for small teams, where there are few participants in a tournament, you can't use the Swiss system well. Round robin tournaments would be good here.
#15 Lichess will work on round-robin too!
