I think the cruelest, and most humiliating part of the game was the last move when black decided to under-promote to a bishop! Black, in effect, is telling his opponent that black can afford to under-promote to a lowly bishop and still win the game!

I see your argument. To be honest, I don't see anything evil or cruel if a player under-promotes to keep some concepts fresh (like B+N or 2B checkmates), especially if the player make them arise from a everyday practical position. Chess, as we all know, is a game of options and choices, and under certain circumstances the easy paths/solutions are not always available, so I think it's rightful to keep 'sharp' our tools.
Last but not least, the opponent is not obliged in any way. He has the freedom to resign if he considers - as you do, as far as I understand - outrageos this kind of play; on the other hand, he also has the freedom to stay waiting for the win to be shown, or hoping for some kind of 50 move draw, or a flag fall and so on.
